Question

How can a comprehensive digital recording of energy consumptions and a further automation of monitoring including a target group-oriented provision of consumption, greenhouse gas emissions and energy costs be achieved to raise user awareness?

Challenge description

Current situation:

Increasingly, intelligent and smart measuring devices or, in some cases, remotely readable meters are being installed in municipal buildings by the network operators or energy suppliers. The telemetry data of the meters are usually recorded at regular intervals.

For the evaluation of the telemetry data, however, the collection is currently mainly carried out with a monthly reading rhythm on site and reporting to the energy management or to the responsible persons in the city administration. The reports are sent by e-mail, telephone or post. The meter data are manually transferred to the CAFM software (FAMOS) and can be evaluated there in the form of a report. A comprehensive automated evaluation of the telemetry data has not yet been carried out.

The electricity supplier (Leipziger Kommunale Energieeffizienz GmbH) is currently providing a customer portal for a certain number of meters (electricity consumption points with power measurement). For these, warning messages in the event of conspicuous consumption developments and power overruns and mail dispatch to defined groups of people, including escalation levels, are possible.

The supply of municipal properties is based on a long-term contracts with Leipziger kommunalen Energieeffizienz GmbH (LKE), a subsidiary of Stadtwerke Leipzig (municipal energy supply company) for heat, electricity and natural gas, or directly with Stadtwerke Leipzig for district heating.

Area of action:

The need for action is that the technical possibilities of the increasing equipment with remotely readable meters (in the areas of electricity, district heating, natural gas, heat and water) are used. The meter data and consumption should be processed and made available in a customer portal. The aim is to generate a higher degree of automation with regard to evaluations. The aim is to transfer the processed telemetry data to the CAFM system (FAMOS) and thus reduce the personnel effort involved in recording the meter data in order to gain time/personnel resources for energy controlling.

In addition, a low-threshold and informative offer should make it possible to inform and sensitise the property-using offices/building owners as well as the users themselves via an online offer about the telemetry data, consumption development, environmental effects and savings possibilities, thus making a contribution to climate protection. Due to the diversity of media, numerous market partners (waterworks, various network operators, etc.) must be involved.

Target groups are:

  1. energy management of the city of Leipzig
  2. property-using offices/building owners
  3. users of the properties (administrative staff, teachers, pupils, etc.)

Added value and goal of the solution:

A conceptual solution for the described initial situation and the need for action is to be presented. The aim is to use one (online) portal to record, visualise and analyse all energy sources and to identify energy optimisation measures. With the implementation of this solution, added value can be achieved through a reduction in energy consumption, greenhouse gas emissions and energy costs. 

Vision / Expected Result

The expected result is a concept for a solution to be jointly implemented by the City of Leipzig and Stadtwerke/LKE (Leipzig municipal energy supply company) for the digital collection of telemetry data from the meters, including a target group-oriented information offer in the form of an online portal.

The concept should include the necessary technical solution (data acquisition, data transmission, data storage, data processing and data visualisation) as well as organisational steps.

The framework conditions described above in the form of the use of the existing infrastructure must be taken into account.

Stadtwerke Leipzig/LKE takes on the role of the subsequent provider of the technical solution and the city administration the role of the user of the offer.
